沃爾瑪人權(quán)標(biāo)準(zhǔn)在2009年有以下變化,請做好倡導(dǎo)及對策工作
一.自2009年1月1日起所有WM驗(yàn)廠結(jié)果期限及補(bǔ)救措施時(shí)限延長
1綠燈:2年后跟進(jìn)評估(不變)
2黃燈:每12個(gè)月跟進(jìn)評估 (由6個(gè)月改為12個(gè)月)
3橙燈:每6個(gè)月跟進(jìn)評估(由4個(gè)月改為6個(gè)月)
二.所有由第三方進(jìn)行評估的初審與追蹤審核的費(fèi)用由工廠負(fù)責(zé)---2009.4.1生效
2.1以上適用于2009.4.1或之后按排/指定的所有審核
2.2所有確認(rèn)由Wal-Mart合作人完成的審核,工廠不用承擔(dān)費(fèi)用---2009.4.1生效
三.. 追蹤審核將是不通知的--2009.4.1生效
3.1以上適用于2009.4.1或之后按排/指定的所有審核
3.2第三方審核公司的審核可以提供4-6周的窗口給供貨商/工廠,但具體的未宣布的審核日期將不會告知.
四..對于A型GP供貨商的資格預(yù)審 ----實(shí)時(shí)生效
4.1如果工廠收到年齡違規(guī)(1~2個(gè)童工)的評估,工廠將不會通過資格預(yù)審的人權(quán)部分.
4.2 如果追蹤審核30天內(nèi)確定補(bǔ)救發(fā)現(xiàn)的童工(1~2個(gè)童工),工廠可以通過
Wal-mart驗(yàn)廠最新標(biāo)準(zhǔn)
修正紅燈-凍結(jié)的政策:
從2009年5月1日起, 從上次的審核日期算,兩年內(nèi)得到3個(gè)橙燈評估=紅色-凍結(jié)一年。
今年2009年1月,橙燈的后續(xù)審計(jì)期間從120天改為180天,以便留出更多的時(shí)間給工廠改善和補(bǔ)救.讓供應(yīng)商發(fā)展的努力更加有效。鑒于這種延長,紅燈-拒絕進(jìn)程GP和非GP采購供應(yīng)商的工廠也已修訂。此前是, 2年內(nèi)累計(jì)4個(gè)橙燈=紅色-凍結(jié)一年。
•有2個(gè)橙燈的工廠:在過去兩年內(nèi)已經(jīng)有2個(gè)橙燈,如果再增加一個(gè)橙燈,那么就等于等到一個(gè)紅燈將導(dǎo)致他們被凍結(jié)。
•在第二個(gè)橙燈跟進(jìn)審計(jì),工廠將有6個(gè)月時(shí)間來替換工廠,在這6個(gè)月內(nèi),該工廠能繼續(xù)生產(chǎn)和出貨。過了6個(gè)月的有效期后,工廠將會被變?yōu)?ldquo;凍結(jié)”狀態(tài)。
•第二個(gè)橙燈工廠的重新使用,必須獲得相應(yīng)的采購的批準(zhǔn).方可改為“正常”的狀態(tài)
•當(dāng)一家工廠收到的第2次橙色評估的結(jié)果,今后的訂單是無法保證的.取決與wal-mart,
•在過去2年間有收到3個(gè)橙燈的工廠,最近一次審核的日期是2009年5月1日的工廠將仍然可以接收訂單。這小部分的工廠,我們將僅僅允許一個(gè)以上的審計(jì),看看工廠能否證明其有改善。
注意:由于季節(jié)性因素和業(yè)務(wù)性質(zhì),上述政策并不適用于食品和包裝廠家 。
b 新工廠政策
從May1 , 2009年開始:所有的全球采購(直接進(jìn)口)型的“新”工廠和“ A 類”供應(yīng)商必須得到黃色或綠色的審計(jì)評估后才可能得到訂單.
•任何凍結(jié)的工廠,如果以前是綠燈或是黃燈(并沒有過期)那么將不必做"激活"的審核
•所有過期和凍結(jié)的橙燈工廠將需要驗(yàn)廠審計(jì)(資格預(yù)審的審計(jì)型的“ A ”的供應(yīng)商) ,并必須得到黃色或綠色的審計(jì)評估之后才有可能下單
從09年10月1日起:所有的全球采購(直接進(jìn)口)型的“新”工廠和“ B ”和“ C ”類供應(yīng)商必須得到黃色或綠色的審計(jì)評估后才可能得到訂單
WAL-MART C-TPAT/GSV
1. C-TPAT/GVS Audit result is over 71 scores can be accepted
71分通過了反恐驗(yàn)廠
2. For first GVS/C-TPAT audit fail, there is a period (120 days) for factory to improve, and in this periods, new order can be placed and shipment can be delieveried for factory. Factory should make correction and apply for second audit in 120 days.
初次反恐驗(yàn)廠不通過,可在120天內(nèi)改善并申請重驗(yàn).在這120天內(nèi),工廠可接新訂單,并不影響出貨
3. If second GVS/C-TPAT audit fail again, no new order can be placed in 12 months, but goods can be shipped, factory must re-apply for audit after a years.
第二次反恐驗(yàn)廠不通過,就不能接新定單了,但不影響已接定單的出貨
4. A GVS/C-TPAT Certificate valid period is one year and can be shared by several supplier
反恐驗(yàn)廠證書有效期一年, 幾個(gè)供應(yīng)商可以拿工廠通過的這張證書登記共享
Factory Quality System工廠的質(zhì)量體系
1.0 Factory Facilities and Environment工廠設(shè)施和環(huán)境
1.0.1 There is sufficient lighting on: Production, revising, finishing, inspection, packing and loading areas? 足夠的照明上:生產(chǎn),返工,加工,檢驗(yàn),包裝及裝載的區(qū)域?
1.0.2 The facility maintains clean and organized production, finishing and packing areas.
工廠保持清潔和有組織的生產(chǎn),加工和包裝領(lǐng)域。
1.0.3 Facility has separate inspection area with inspection table and proper ventilation.

3.0 Incoming Materials Control進(jìn)料控制

4.0.2 Does factory PD study and apply product safety features, evaluates patterns, moulds and samples during product design and development? 在產(chǎn)品設(shè)計(jì)和開發(fā)工廠產(chǎn)品開發(fā)的研究與應(yīng)用是否有產(chǎn)品安全功能、評估模式、模具和樣品?
4.0.3 Does Product development includes packaging design and tests that conforms to industry standard (ISTA) 產(chǎn)品開發(fā)包括包裝設(shè)計(jì)和測試以確保符合行業(yè)標(biāo)準(zhǔn)(ISTA)。

5.0 In-House Lab-Testing內(nèi)部實(shí)驗(yàn)室-測試
5.0.1 Does factory perform in-house lab testing and are facilities appropriately equipped? 工廠是否執(zhí)行內(nèi)部實(shí)驗(yàn)室測試和配備適當(dāng)設(shè)施?
5.0.2 All gauges and test equipments have valid calibrations.所有量規(guī)和測試設(shè)備有效校準(zhǔn)。
5.0.3 Testing manuals of various industry standards are available as reference.各種行業(yè)標(biāo)準(zhǔn)測試手冊是可作為參考。

6.0.3 (Critical) Failed inspections are properly corrected prior to final inspection by customer.
